Revise counter response

Revise the terms of the buyer's unsigned counter response, exactly as the negotiation room's edit does: pass only the terms that change again in proposedTerms (they merge over the draft's current terms), and optionally a new response deadline. Restate the resulting terms and call this only after the buyer confirms them. draft_counter_response's limits and wording rule apply (whole dollars, day counts of 1 to 365, free-text terms up to 2,000 characters). Ohvii archives the earlier draft and generates a successor, returned as draftId, born ready for review on the returned ceremonyUrl. Only while the draft is unsigned; a signed or sent response cannot be edited. Reuse mutationId only for an exact retry; it returns the successor it already made. Nothing is accepted, signed, or sent here.
