Read a transaction document again

Ask Ohvii to read one transaction document again, exactly as the website's re-read does. Use it when a document's extraction carries a warning (the model was unavailable and only the raw text was kept) and the terms Ohvii reads from it are missing: a seller counter whose message says counter but no counter record appeared, a report with no summary. The read runs now and returns the document's new extraction state; a seller counter found this way is only a candidate until the buyer confirms it (prepare_counter_candidate_confirmation, then confirm_counter_candidate), after which it appears in list_transaction_counters. Shares the website's hourly document-reading limit.
