Retry disclosure processing

Re-run processing for a disclosure package version that failed or finished with a temporary processing problem (unread pages, search indexing, signature detection), exactly as the review room's retry does. Refused when there is nothing to retry, while processing is under way, or when the queue is busy. A retry rebuilds the pages and signature preparation and reopens the buyer's review of that version; findings the buyer's AI recorded stay where their quotes still match the pages, and the stored files are unchanged. It contacts nobody and sends nothing.
