Record manual status

Record a manual timeline status the buyer reports: received (the listing side acknowledged the offer), replied (they answered), or inspection (the inspection period is under way). Applies the offer room's own rule: never on research or an unsigned draft, never backwards from in contract, and sent, signed, and closed are recorded by delivery, signing, and the closing confirmation instead. It does not check that the contract is ratified, and recording inspection does not ratify it: that goes only through prepare_ratification. Setting the status the offer already has changes nothing. It contacts nobody and sends nothing.
