Record disclosure review

The documents card's own review checkoff, called when the buyer clicks it there: records that the buyer reviewed a disclosure package version, optionally naming the findings they went through, and completes the disclosure review task for that version (a newer version reopens it). In conversation, record a review the buyer tells you about with prepare_transaction_step_confirmation (kind disclosure_review) instead. It signs nothing and sends nothing.
