Check offer signing status

Check whether the offer packet is signed and ready to deliver, and get the buyer's signing surface when a signature is what is missing. Signing is the one step that cannot happen in this conversation: Ohvii seals the packet from the buyer's actual signature, so give them signingUrl and continue here once they are done. With the terms confirmed here, that link opens the signing preparation step directly (who is signing, the packet, the signing room); the review page stays one link away for a buyer who wants to read the terms first. Reports any blockers, such as terms not yet confirmed or a co-buyer still to sign.
