Finish disclosure upload

Finish a disclosure upload once every file's bytes are stored: Ohvii verifies the stored objects against the session and queues the package version for processing (splitting, extraction, findings). Returns queued; read progress with list_disclosure_packages. Calling it again for a finalized version is harmless. It contacts nobody and sends nothing.

Muse proposal: Write. Creates or updates draft, document, or workspace data within the authorized workflow. Meta makes the final classification during review.

Buyer approval and signing controls apply in addition to the scopes above. Read error and retry guidance before implementing recovery.
