Discard repair request

Discard an unsigned Request for Repairs the buyer no longer wants, exactly as the repair editor's discard does: the draft is archived and a new request can then be drafted. Call it only when the buyer asked in this conversation to drop that request, after naming it. Only while the draft is unsigned; a signed or sent request is a record and is refused (a sent one is ended with close_repair_request instead). Reuse mutationId only for an exact retry; an already discarded draft answers archived. It contacts nobody and sends nothing.
