Discard counter response

Discard the buyer's unsigned counter response, exactly as the negotiation room's delete does: the draft is archived, its generated documents are removed from the transaction, and an unsent delivery email goes with it. Call it only when the buyer asked in this conversation to drop that response, after naming it. A sent counter stays in the negotiation history and a signed one is transaction evidence; both are refused. Reuse mutationId only for an exact retry; an already discarded draft answers archived. It contacts nobody and sends nothing.
