Create offer delivery draft

Build the delivery draft that carries the signed offer packet to the listing agent, once the buyer has signed. Returns the draftId and its draftRevisionId to feed straight to prepare_transaction_email_send so the buyer can review the exact email. This creates a draft only: it sends nothing, and any repeat returns the existing unsent draft rather than making another.
